NASA Inspector General Paul Martin recommended that NASA slow down payments to Orbital Sciences. NASA has paid Orbital $910 million to date for contracts through the Commercial Orbital Transportation Services program, although the company has not yet performed a demonstration flight. "The possibility remains that the demonstration flight could expose issues that require costly rework and redesign, resulting in major adjustments to the current launch schedule," the inspector general's report said.
