A bill up for debate in Massachusetts calls for an examination of the thousands of miles of unaccepted roads that are not maintained by private developers or cities. Rep. Cleon Turner, who filed the bill, said passing it would put more power in homeowners' hands to ensure their roads are maintained. "This will essentially give the majority of homeowners in private subdivisions an ability to come up with solutions to their maintenance problems and then mandate that everybody participate fairly that gets the benefit of whatever gets done," Turner said.
