A provision in Maryland's College and Career Readiness and College Completion Act of 2013 supports dual-enrollment programs -- in which high-school students simultaneously take high-school and college courses. However, educators in some parts of the state say meeting the law's goals will be difficult, while others say they are worried about the cost of students' tuition for dual-enrollment programs that districts are expected to help pay.
