Red Wing, Minn., stands to benefit from Xcel Energy's upgrade project at the Prairie Island nuclear plant, officials said. The $1.2 billion project, which covers repairs and parts replacement, will raise the facility's property taxes by $5 million to roughly $19 million, said Laura McCarten, a regional vice president for the company. The city can use the additional taxes for its infrastructure needs, said Lisa Bayley, president of the Red Wing City Council.
