Senate Democrats have largely abandoned hope of winning 70 to 80 votes in support of immigration reform, with Majority Leader Harry Reid, D-Nev., saying he would seek to block a key amendment seeking to make a path to citizenship contingent upon successfully reaching ambitious border-control benchmarks. That could erode Republican support for the bill and sets up a potential clash in the House, where GOP leaders have already said they will seek tough enforcement measures as part of any reform bill.
