A report by Kaiser Family Foundation found that the stricter rules in the Affordable Care Act helped save $2.1 billion for U.S. consumers who bought their own health insurance in 2012. Last year's individual premiums would have been $1.9 billion more without ACA, the report estimates. Also, rebates amounting to $241 million should be coming soon to individual policyholders.
