A bill by Rep. Eric Swalwell, D-Calif., would let lawmakers debate, participate in hearings and vote on bills in a virtual environment using technology such as videoconferencing. Such remote access would allow lawmakers to spend more time connecting with constituents, Swalwell said in a statement. "Our bill will allow Members of Congress to work more efficiently and stay better connected to our constituents. It's time to upgrade Congress to the 21st century," he said.
