Restaurants and bars have hired an average of 50,000 workers per month since April, double the number of jobs created in the same period last year, but one of the key drivers may be a strategy of adding more part-time workers to avoid having to offer health insurance under the Affordable Care Act, industry watchers say. The entire workforce gained an average of 93,000 part-time workers and 22,000 full-time workers per month in 2013, the opposite of last year's numbers, according to the Labor Department.
