A surety has decided against bonding an interim Knox County, Tenn., trustee, citing a "track record of misconduct" among previous officeholders. The bonding company is concerned about the county having appropriate policies related to the background and qualifications of trustees, the county's law director, Bud Armstrong, said. "I feel confident that if the county commission appoints someone who's qualified, then they will be bondable," Armstrong said.
