The U.S. Education Department's Office for Civil Rights is opening a third investigation into the handling of sexual-assault allegations at the University of North Carolina. The latest complaint, which alleges retaliation by the university, was made by a student who also is part of a federal discrimination complaint against the school. She was charged in an honor court with intimidating the student whom she accused of assault, but an outside investigation concluded that the honor court likely ran afoul of free-speech rights, although it found that no retaliation occurred.
