Four accountable care organizations that have been successful at improving patient care have struggled to make the switch from fee-for-service to a value-based payment model for providers, according to a report from the Premier Research Institute and the Commonwealth Fund. The ACOs made some miscalculations and had trouble implementing both the quality improvements and payment changes at the same time, and not all payers were quick to make the payment switch, the report said.
