The interim head of the Federal Communications Commission said that despite a deadlock she still is intent on reaching a compromise with carriers on a policy that would allow smartphone users to unlock their handsets. "I firmly believe a voluntary approach that promotes competition and consumer choice is still possible," Mignon Clyburn said in a statement, adding that the agency would try even harder to find a solution. She wants to give users the unlimited ability to unlock their phones after their contracts have expired.
