The federal government issued $67 million to recruit and train navigators to help up to 30 million Americans enroll in a health insurance plan, but the Obama administration is still counting on brokers and agents to ensure the program succeeds. Navigators can explain how the exchanges work, but they are not allowed to give advice on individual plans. Brokers and agents, on the other hand, are experts in connecting consumers and business owners with plans that meet their needs, and CMS expects many consumers will seek a broker's advice.
