The Internal Revenue Service has sent about 20,000 U.S. employers letters telling the companies to review and confirm they accurately reported last year's income, a move some in Congress say amounts to bullying of small businesses. The IRS says the letters, based on information from debit and credit card transactions, are a request for a review and not an audit, but the letters can seem threatening to small-business owners, says Rep. Sam Graves, chairman of the House Small Business Committee.
