Federal firefighters and police officers switched to their own cellphones and District of Columbia police radios after the federal radios failed during the shooting at the Navy Yard in Washington, D.C., union officials said. Officers reported trouble with radios as they went deeper into the building where the shooting occurred. These problems, including dead batteries and bad reception, are "a known issue" on the base, according to Anthony Meely of the Fraternal Order of Police Naval District Washington.
