Monroe "Monte" Branstad, the brother of Iowa Gov. Terry Branstad, agreed to make $26,000 in environmental improvements as part of a settlement of his farming operation's alleged clean-water violations, which the Environmental Protection Agency said is an unusual resolution in such a case. The Branstad Farms cattle operation must complete a wetlands project before November 2014 and pay a $5,100 civil fine, according to the settlement. The penalties stem from alleged infractions of the National Pollutant Discharge Elimination System regulations that occurred in 2010 and 2011.
