Officials of Miami Beach, Fla., met with officials from the Netherlands to seek advice on addressing flood risk from rising sea levels. The city intends to spend $200 million or more to upgrade its drainage system and improve flood protection. The Dutch officials said that New York City, Norfolk, Va., and Galveston, Texas, are other U.S. cities that consult with them on flood-control strategies.
