The city council in Cape Coral, Fla., has proposed a new, more restrictive sign code that would set limits for window signs and step up enforcement of a previously enacted ban on A-frame signs. The new limits are arbitrary and have the potential to harm the town's small businesses, argues Justin Pearson, the executive director of the Institute for Justice Florida Chapter. "It is as if they would prefer empty storefronts without signs to successful small businesses with them," Pearson writes.
