A proposal that would allow renewable energy developers to structure their projects as master limited partnerships is unlikely to be taken up by Congress until at least 2014, George Frampton, senior counsel at Covington and Burling, said during a conference in Chicago. Although the proposal has bipartisan support, the proposed adjustments to the tax code would require a corporate tax reform or tax extenders bill, none of which are likely to appear before the year ends, Frampton said.
