The U.S. has 11 offshore wind projects in the "advanced stages" of development, according to a report submitted by Navigant Consulting to the Department of Energy. Two are in state waters off the coast of Texas, one is in Lake Erie and eight are in the Atlantic seaboard, the report showed. All in all, the projects represent up to 3,842 megawatts of capacity, Navigant said.
