Commodity Futures Trading Commission Chairman Gary Gensler and a member of the Securities and Exchange Commission, Kara Stein, want to tighten a provision in the Volcker rule that permits banks to label certain activity as legitimate hedging, sources say. Gensler and Stein reportedly are concerned that the exemption will lead to market-disrupting trading losses. The dispute could delay adoption of the Volcker rule.
