States including Maine have passed mandates, or incentives, as in New York, for school districts to consolidate, and between 2007 and 2012, 383 school districts were eliminated. Voters in some communities have rejected such measures. "The two things a community never wants to lose are its post office and school district," said Bob McKeveny, superintendent of the Seneca Falls school district in upstate New York, where residents recently voted down a consolidation with neighboring Waterloo.
