Under a proposal expected next week, students claiming to be defrauded by a college or university would be required to present proof to receive loan reimbursement under the borrower defense to repayment rule. Critics say the change would make it nearly impossible for students to get relief, but supporters say the federal government should not decide whether a program is fraudulent.
