National authorities facing resolution of a failed bank under global rules will find the task harder than implementing Basel III capital standards, says Bank for International Settlements chief Agustin Carstens. One problem with bank resolution is that governments have been slow to embrace 2015 principles supporting sales of long-term debt to avoid taxpayer bailouts, he says.
